Meet Michael Hoyt
Your candidate for Windsor 4

Lifelong Vermonter and dedicated Public Servant
I grew up in Norwich and have lived in the Upper Valley my entire life, except for my years at UVM and at law school in Tennessee. I have worked as an attorney for the Vermont Legislature, drafting bills and staffing committees, and as an Attorney for the Vermont Department of Labor where I worked to combat wage theft.
My wife Natalie and I moved to West Hartford in 2018. I served five years on the Hartford Selectboard, including three as Chair, during a difficult and transitional time in Hartford. I was very proud that in my last year through careful budget and new revenue from our local option sales tax, our Town budget represented only a 0.8% tax increase.
In December 2025, I was appointed to fill the seat of resigning Representative Heather Surprenant. I was put on the Environment committee and supported reforms to 2024’s Act 181 that unfairly burdened rural Vermonters.

Protect our working lands while encouraging development in places that have existing water, sewer, and transportation infrastructure.
-
Protect Vermonter’s civil liberties in an era of Federal overreach.
-
Support a statewide community nursing program.
-
Ensure that all Vermonters have the opportunity to thrive in our State.
